I have some sympathy for this guy. As you know, all too many practitioners in your area would elevate that FF with RTK and get it wrong. Or level off some control that was set by RTK. God knows how many surveys I saw that were tied to an autonomous base position, and/or didn't have the Geoid model applied, and yet had a note saying that elevations were NAVD88.
This dance has gone on for hundreds of years in one form or another. The key is finding balance.

There is a fine line between crushing regulation and a free-for-all that allows my neighbor to de-value my property. I have found that taking part in the various civic processes gives me the chance to direct some of that. At the very least I get the chance to explain why ideas are really friggin stupid before they are codified...

It don't matter what we say, the system is on autopilot.
Here is my take, it will end when the whole system ends. Out of the ashes we'll get a reasonable system until it evolves to the same overly regulated corrupt thing similar to now. Look out for yourself and those close to you and your community. To the larger system you are just food to be eaten.
Regulation at this point and scale has gone way beyond doing something good. It's a jobs program, sort of self serving to the regulators and their lifestyle. It's a way for government to fund itself and the employees. What will a parasite eat when the host is all used up?

This is true, and it is all too common to see the exact people involved in crafting these regulations going into private practice and consulting with said government agency to perform the required studies after the legal time frame expires.

All I can think of is to suggest that Sam Hill's comments would be very apropos in this case.
I thank my lucky stars I do not live or work anywhere close to places that insist on such foolishness.
