My house was rezoned from flood zone AO to B a few years back. I’m looking to do the same for my detached carport garage to convert it to an ADU without having to raise the foundation.
I have gathered all the LOMA documents for the main house and have an architect working on the ADU plan. Unfortunately, our land surveyor has passed away and I’m looking for a new person to do an Elevation certificate to apply for the Contingent LOMA.

Did your entire parcel get reclassified from Zone AO to B Zone?
Regardless, if in an AO Zone the floor level will need to be build a certain amount above the BFE. The topography should be studied and the local agency that deals with the Flood Mapping should be contacted to determine what the ultimate floor level should be.
FEMA states that 20% of all claims come from B Zones and recommends that Flood Insurance still be obtained.
