Zone B Elevation Certificate

Do Zone B parcels need an EC? How do you establish a BFE in Zone B?
I'm think of using the adjacent numbered A zone's BFE.

Zone B has no BFE.

Less then 1' of water in a 1% chance storm, full flooding in a 0.2%.

There is really no point in doing an elevation certificate in a Zone B, FEMA has a fixed rate for Zone B that the owner can get with or without an el cert. But, if someone is insisting on el cert. don't enter a BFE, it might cause the owner to overpay, I would put N/A in the box and write a note in the comment section like "No BFE established for Zone B."

Yup. Another case of something surveyors can do to meet a client's request but which really have no other known value.

Did an ALTA once upon a time of a former industrial facility after ALL buildings and structures had been removed. Yet they insisted they needed to know the height of all buildings.

Another time the client wanted me to draw on the plat the location of setback lines. I stated in the text that there were no setback requirements applicable to said property. No, that's not good enough they said. We need them drawn on the plat. My question to them was how do I draw nothing in such a way that you can see it. They chewed on that for awhile before finally giving up.

Do Zone B parcels need an EC? Maybe. Remember EC's serve two purposes one for flood insurance the other for community compliance. For flood insurance an EC in zone c or b serves no purpose but for community compliance it might. FEMA's requirements are a mininum, a community may go above and beyond what FEMA requires, such as a freeboard above the BFE or require all structures to be a certain elevation no matter the zone. This is why I get a letter from the community explaining their requirement for all of my EC's.

In my area I have AO zones who now have ABFE requirements to a datum instead of height above LAG or HAG..

How do you establish a BFE in Zone B? As others have stated there is none, so use N/A.
