As always...it depends!
Here in the Great Basin, PLSS (Section Township Range) Bearing Trees, are NORMALLY measured to the "center of the tree," however, Mineral Survey Bearing Trees are USUALLY measured to the "face of the blaze." Of course there are exceptions to every rule, and your mileage may vary.

More precisely it would be 'to' the center of the tree.

Probably he was right but it could be taken either way.
