I think that Lower Manhattan is very vulnerable to storm surge from waht I have seen on visits.
I would tend to think that the 4" angle iron was a result of the surge lifting and pushing/ramming something against it. The other day, I had a talk with a structural engineer about strange things tha they found inside of buildings and houses after katrina. Some of which were found on second floor rooms.
Here is a place that I found to park int the shade one day. This floodwall at Bayou Bienvenuel was well built or just got lucky. There was a 18-22' surge in this area
