What does the Record of Survey say about it? If nothing, that's reportable.

It says set rebar and cap; as part of the plat.

Perhaps when the rod man radioed for directions about setting it the party chief told him to stick it where the sun doesn't shine.

The point in the cap would be my first shot and then I would take another shot to have the direction and angle the rod is driven into the rock formation and attempt to get a length of the rod.
In this area, there are several older post offices that have reference brass monuments mounted into the wall of the face of the building.

Set a couple of offsets; proved the dimple is within an acceptable tolerance.

Yes, a good surveyor realizes the importance of leaving a pile of rocks, intact, as much as possible; causing as little disturbance as possible to the patina.
