I found this instrument in an old building, just curious what it called, if it is missing pieces, just more general info. I have more pictures, there is a Corner Bisector side, strand and ROD on another piece.

Looks like a type of caliper - the short legs for inside measurements, longer legs for outside.
Bisecting Scissors is what we used to call them. Facility Engineers (Telephone and Power Co.) used them to measure a "PI" at angle poles so the anchor could be placed (staked) at the proper "bisect".
You'll notice there are threads on one end. This was screwed into the pole and the legs were placed horizontal. If you screwed it it properly the fixed leg (with the threads) pointed down the tangent pole line. You then moved the floating leg till it pointed down your foresight line. The angle could be read on the scissors and the anchor staked.
My pair is a newer version that has notches in it to measure the gauge of existing anchor strands. Something that is far more important to the Facility Engineer than to me.

It had a leather case, but it was very nasty, I am going to say there were rats that hung out in the building. I do appreciate the knowledge. I am in surveying now and my teacher and I were very interested to know exactly what it was. I will relay the information.
