I am considering purchasing Trimble Survey Pro to run a R8 and 5603 but it needs to operate on a VRS and I also need it to export GIS shape files, and the ability to load a data dictionary.
Do you know if this is a viable software for my needs?

Everything except .shp files you will be fine with. I would check with your vendor to see if Foresight will allow you to convert to the .shp format.
