I understand that these are legal, that is not the question I have.
The question I have is, how does one create it? I've considered scanning my current stamp as a jpg and make a symbol. I just don't know.

In Tennessee, I have mine drawn as an AutoCAD block that I can insert into the drawing before I plot and manually sign and date. Jpg's and bmp's are available through most of the companies who sell traditional stamps and seals. Scanning a copy of your seal might work but would likely not be as clean a image as a cad block or a image file generated by a stamp supplier.

All digital copies of a drawing must have the seal removed and the following statement placed on the drawing:
“The original of this document was sealed and signed by {registrant’s printed name and registration number} on {date of signature}.” And in bold lettering, “THIS REPRODUCTION IS
NOT A CERTIFIED DOCUMENT.”

You've got to use an actual DWG file of the seal. A JPEG will never work. If you don't get a response, let me know and I'll send you one.

Think you may be mixing terms here. I have seen the terms "Digital Seal" and "Digital Signature" both used to describe digital certification of a file. This allows users of the file to verify the file has not been tampered with. To the best my knowledge all states have adopted laws concerning digital certification or signature of electronic documents. In Texas Government Code - Section 2054.060. Digital Signature appears to apply. I would suggest also checking your state surveying laws and rules of practice to see if they refer to this law. Simply copying a graphic image of the seal into a CAD file may not comply with the requirements of the law or your client. Ohio Surveying News published an article I wrote "Electronic Information Transfer Requirements" some time ago. The article provides additional information that may be of help.
