Are you able to use this feature if using a TSC2 controller that is running access or do you need a TSC3?

Yes,
Our TSC2's with Trimble Access and the older S6'es (without camera onboard) do have the video features when connecting to an S8 with video, so all the necessary software is standard installed with Trimble Access.
I used an S8 for an indoor job some time ago, the video feature came in handy.

Really? Video? S6? If I would have known it could do that I could have posted some really funny videos when we were far away from the gun. I remember one guy in particular that got up in front of gun. We were about 100 yards away and found the pin we were looking for. My buddy uses the DC to tell the gun to look our way for a shot. The guy was smart enough to look where it was pointing. My partner sends me back to the gun to be sure he didn't mess with it and it was still on point and level. That guy was hilarious!! He realized my buddy with the DC was messing with him at one point. He covered up the prism and put the gun in search mode. "Is you da po po? [police]". I was laughing so hard by the time I got back to the gun. The guy saw me heading his way to the gun so he waited on me. By then he had figured we were messing with him. He was a good sport despite him thinking we were police taking pictures of everyone.
I believe you need to have Trimble Vision installed on the gun.
