Surveyor 2 to NIVO

I am trying to Bluetooth a Carlson Surveyor 2 to a NIVO 2M with no luck.
I called the Trimble Dealer I purchased the NIVO form and his comment was "its not our DC, can't help you".
Carlson tech support has tried several times with possible solutions, but none has worked.
I contacted the company I purchased the DC from and they say they can connect to a NIVO with no problem.
Has anyone else been able to connect the two?

Four aught jumper cables. Duct tape, and bailing wire.
From my reading, i can see various equipment vendors, DELIBERATELY making little changes in their software, just to keep it proprietary.
When Trimble acquired TDS, it jump started this trend.

Can you see each device from the other? If so are they pairing? If not is there a onoff switch for BT on one thats not on?

Can not see NIVO on DC in Bluetooth.
Can see NIVO and works great with cable.

I would try turning Bluetooth off and then back on in the Nivo. I have a Carlson mini 2 and a Nivo 3.M, and they work great together with Bluetooth.

Connect to it using Windows CE first. Then attempt in SurvCE. I managed to get every datacollector I had to connect to my 3m but it took me the better part of a day and a Russian Youtube video to find the Bluetooth PIN for the Nivo.
