#2 Jean Richer used a pendulum. For a given length, the period is dependent on gravity but independent of the weight.
My first thought was a weight and spring. In the back of my mind was the pendulum alhough I couldn't remember who did it. Wikipedia verified the pendulum.

8 - It depends on the datum are you referring to? With NAD 83 is about 2.2 m, with New Zealand Geodetic Datum of 2000 it's in the range of 2-3 cm.
