Does an easement such as the one below include the right to cross the servient tract to perform maintenance? The route of the strip, then (1973) and now is heavy woods and undergrowth. Accessing manholes by staying within the 20 foot strip is highly impractical.

Speaking as a past member of three different boards that maintain water lines in rural areas, the answer is that the access is not limited to the location of the line.  That would be totally impractical.  For example, the workers could not even get to the line without passing through a road gate somewhere that is not directly over the line in need of maintenance.

The intent of the easement includes the essential need to access the line for maintenance.  The specific issue might relate to damages that occur to surrounding land of the servient tract.  That would generally be minimal in rural areas but could be a contested issue in an urban area.  The world of high privacy fences everywhere truly limit reasonable access.
