Releasing Topographic survey to non-original client

If the survey was never recorded, and isn't public record, it'd be unethical to give the product to a third party without permission from the original client.

I've pretty much stopped providing copies and CAD files, for the most part anyway. It's rarely brought me additional work and just caused additional headaches. It also seemed that when I did go out of my way to provide these things, there was a certain lack of appreciation and an expectation of more.

Seems to me you are one of the few parties involved not hiding behind a Nassau p.o. box address .. and you're working for free.
I'm just the field crew here, Totalsurv, so the business side of the equation is a bit opaque, but i'd be wary of applying business models from different regions to your situation. Only you truly know your local situation and economy. Anecdotaly our local commercial real estate market, here in Houston, just hit the twenty percent available mark some months back.

New client, new job, new fee.
I was recently ask to survey a property that is the only parcel I have not made any papers for after surveying every surrounding parcel.
The fee will be the same as the other properties because it will be for providing the same product as for the neighbors.
You have a product that has been sitting on the shelves and now someone needs it, charge accordingly.

Something that hasn't been considered - they could also opt to convert it from the PDF that they have.
Any problems down the line with tying in to control stations would be passed on to the next surveyor.

I suspect this will be done if I don't give them the cad copy. How are you going to prove it was done down the line when enforcing copyright

I can't tell you what to do,,,,but I sure have heard the old promise of "future work",,,,,it's always followed by a one off,,,,,that being the free stuff you don't get paid for.

Charge em for a day's work - checking the site it for obvious changes, locating and preserving control, bringing onto OSGM15.
Maybe there are extra areas they would like added?
It's most likely going to be cheaper than 1 of their CAD techs messing about.

I have decided that i will only release the cad files after on site review and update with a reasonable fee for re-issue. I just can't give the cad files away for free, I spent too much time on it for that. Now if the original client gives them the Cad files that is fine but they still need an up to date survey.

If I had a regular stream of work from the engineering company involved I may have looked at it slightly differently but a review and update would have been necessary regardless.

Appreciate all the opinions.
