Just my opinion, but I think billing out for a tool like GPS is just absurd.
My theory is to bill the same, but get a lot more work done and that equates to more profit.
Lets bill them for having a sharp machete instead of a dull one and see where that ends up.
years ago when I was just a pup, I can remember the firm I worked far charging an extra "surcharge" if "special equipment" was used on a job. Back then these special items were things like GPS, CAD and electronic data collectors and they were just trying to recover some of their large investment.
When the State wants to charge my time to a funded account it only includes my salary, fringes, retirement and other direct costs of employing me.
We also charge travel expenses to various accounts.
Office, truck, paper, equipment, pencils, all that stuff is free-YIPPEE! 😉
You will need to have rate schedules if you want to work on large projects like GSA. Look for the phrase "contract price list" in this example

You must live in a different world than I. Time is usually the number one consideration to my clients. Typical conversation:
Fat Daddy developer, “Do you realize that my “X” dollar project is on hold waiting for your “B”.
Where X = some unfathomable amount and B = survey, crew or stakes.

Unless your client is a DOT or other public agency. Many times such clients insist on - are policy bound to - hourly with an agreed fee schedule and budget.

Sorry, IMO your theory is absurd. I would rather work less and charge more using those technological advancements; rather than having to do more work @ unadjusted rate to pay off the higher capital cost while still trying to see a "profit".
