I'm working on 4 proposed wireless tower sites right now. In the preliminary design and permitting stage and I've been asked to provide FAA 1A letters on the 4 locations, prior to any clearing or construction dirt work, much less a final design. Some of these sites are not GPS friendly at all until there has been at least clearing done and I'm just a little concerned. All the ones I've done up until now have been on existing towers. I'm a bit loath to certify an elevation and GP on something that's still on the chalk board.
Is this standard practice?

We do them and label them as proposed.

A 2C would also work (depending on your requirements). This gives you a little more leeway on the accuracy of the position. It's been a few years since I've done one, but it seemed like we would do a 2C "Proposed" for a planned site and then come back and measure the completed tower to do the tighter accuracy required 1A.
I prepare them all the time, i label it proposed structure, with lat, long & elev.
