Did it actually say the guy who built the fence relied on a survey? Or did he just come up with the idea on his own?

I doubt a surveyor had anything to do with this.

Interesting how a reporter thinks he has the know-how to confirm the accuracy of a licensed professional.

funny, a compadre of mine was gonna buy the fence builder's property about 10 years ago (when it could still be had for a song) and put his surveying office there. decided the risk of equipment theft was too high- which was probably a prudent decision at the time.

living nearby, and having done a mountain of work over here in the past 15 years, this scenario is fairly familiar, and more often than not appears to be the result of a historically, um, depressed area being gentrified. the hipster hair salon owners and craft kombucha brewers and whatever don't tend to be nearly so amenable to the c'est la vie attitude that tended to pervade over here for decades- when occupation, convenience, and perhaps an economic inability preceded having boundaries "properly" delineated.

i mean, i could be talking totally out of the wrong end, but the number of seriously jacked up subdivision plats in this part of town that i've run across incidentally over the years would seem to suggest otherwise.

another thing to note is there is a P.I. in that driveway, precisely where you see it cross the fence, behind which it appears to run along the property line. either the telephone pole near the curb dictated the layout of the drive or the other way around. either way, in this pic from street view you can even see the PK in the seam:
