In the state of OHIO, do you have to be licensed to lay out buildings, ie beam columns, with no involvement with property lines, setbacks, etc.

Not necessarly. To advertise yourself as doing construction surveying/layout when your unliscenced is against board ethics. If you're the contractor or work for him you can layout anything. at least that the way it's always been handled and nobody complains. when I took the test they wouldn't even allow time for construction layout to be taken into account, now they want control over it. go figure.
