Do proposed permanent and temporary easements in NY need to be conveyed with an accompanying recorded reference map/plan/plat?

I have seen many easements filed without a plan.

The NYS DOT and other government agencies do file plans for their easements, in conjunction with their overall ROW plan for a project.

NYS DOT files a map and description in the appropriate county clerk's office for all Fee's, PE's and TE's. ROW plans are no longer produced but all of the information is depicted in the contract plans which are filed in the regional offices. After the project has been completed there is a termination notice filed in the county clerks office for the TE's
