SVN 65 PRN 24 is made usable 14 Nov 2012.
This is the third GPS IIF satellite and was launched on October 4.
GPS 2F-4 is scheduled for a May 2013 launch.

can old GPS receivers record this new satellite? like the stratus, locus, other legacy gps units?
Yes, They Still Have L1 and L2
Once there are 6 to 8 2Fs up there, the L1/L2/L5 combination will pay off in much shorter and more precise observations. But within the lifetime of even new equipment you have yet to buy it is unlikely they will stop any old signals. In 10 to 15 years an L5 only receiver would be feasible, but the electronics will be so much cheaper, most will opt for 3 frequencies in at least three different systems. Most will look like the cute little Locus, but with Bluetooth or WiFi instead of the pioneering wireless infrared.

If you are serious about GPS go the the following Coast Guard site and sign up for NANUs (Notice Advisory to Navstar Users).
At least once a day you will get an email, listing the full constellation and a list of current/upcoming outages.
Regarding SVN 65 that NANU was in the form of a USABINIT, I'll let you figure it out.

I also receive 3 different GNSS magazines and email updates from same. I have been a Space Junky since Walt Disney's super space cartoon in the 50's. I understand NASA based some of their concepts per Walt Disney's imagination.

Will these new Satellites automatically be detectable through a broadcast ephemeris?
I had my little GNSS butt handed to me today with PRN24 in the constellation. I'm not
understanding my poor 3D quality earlier.
New GPS satellites
I am in no way an expert on these matters, but AFAIK every receiver with which I have had experience works fine with new satellites as they join the constellation and are added to the almanac. Mayhaps once in a great while it helps to reset the receiver to force collection of a new almanac, but that is very unusual.
My Trimble NetRS (that I can check without getting off my lazy rear end) is tracking PRN24 right now.
Did you get bad results that you believe could be attributed to the new satellite?

I couldn't honestly explain the poor results. There have been more limited horizons with substantially better results, where today's horizon was clear.

Certain GPS receivers have problems when there is a full slate of 32 satellites turned on.
Give some more details.
If you suspect that contact NGS and/or your manufacturer and see what they recommend.

I just got some files that were collected this afternoon with my 1999 era Novatel DL L1/L2 receivers (that still have the original 1999 firmware installed).
PRN 24 is alive and well.
