Just got an email with the above information and an invite to a webinar explaining it.
No further information is currently available on the NCEES website.
This could eliminate the calculator hassle as a PC calculator emulator could be installed with however they wanted to limit it's capabilities.
I imagine that a PC could be supplied and prepped for less than printing an exam book.

I've heard that this will be the case as well, I think as soon as 2014. Also, I believe the testing company will likely be Pearson Vue.
