I ASSUME that you are referring to NGVD29, in which case, forget it! There is a NGS utility called VERTCON that will give you an APPROXIMATE NAVD88-NGVD29 “offset,” but it is sometimes pretty approximate. On Long Island (where there should be a lot of BOTH NGVD29 & NAVD88 control), it should be pretty good though.

Are you tring to work in NAD27 state plane coordinates or are you looking to convert your elevations to NGVD29 values?
SW CT has a difference of about 1.08'..
