We have a potential upcoming project that will require me to set about 200 targets for a mobile scanner. Requirements are for a 24" by 4" wide "L" shaped target to be set, using either reflective tape or paint. Looking to see what others may have used and benefits of each.

I'd recommend Reflexite tape. Comes in a variety of colors, returns light signals at as little as a seventeen degree angle of incidence. Good stuff but pricey.

Commonly in stock at sign painter's supply stores and wholesale dealers for highway marker supplies. Easy to find via Google, too. 3M/Scotch makes an equivalent product.
Don't intend to hijack the thread, but I've always been curious as to whether this tape/these targets, work with regular EDM in a total station. If so, is there some microscopic offset value?
I use this tape attached to an 'L' shaped piece of flashing and tape it down for backsites or sometimes for wrapping angles. Seems to work fine. For angle wrapping I do it manually and site an ? that I hand draw on it. Mostly for horizontal work, but could be used for verts too. I use a zero offset. Great for those areas that might get nailed by traffic.
Cut out the L from plywood. Add a handle. Grab a spray painter with air compressor. Setup your route to include pit stops to charge the air compressor. Matte finish white latex.
I'll need to check and see if the latex would meet the requirements we're given: "reflective traffic tape or reflective paint". We do use wooden panels for spraying 8" and 12" wide panels for larger aerial targets, but that's just plain white paint. I have not yet looked at reflective paint. thanks.
I was at lidar training 2 weeks ago and static scanning this past week. I was told matte finish for all targets. The registration spheres are all matte, so it works with that.
