Here's a portion of a description associated with an NGS passive benchmark near me. I've tried to find it several times in the past, to no avail. It may be gone. In any case, what does "WITH 6 IN. PROJ." mean? 6 inch projection?

I would say...

"with 6 inches [of the monument] projecting [above the ground]"

That sounds like a reasonable interpretation to me.
