In the American Surveyor October 2015 profile of D. Carter (AmeriSurv.com - Measuring MinnesotaåÑA ProFile of Doug Carter) it states that he is a licensed pilot. Nowhere does is say he is a licensed surveyor. Or did I miss something?

You are right, the article makes no mention of it. He apparantly has a long history in surveying , so I'm not sure it makes a difference for this purpose. A google search indicates that Doug Carter is a member of Javad's advisory board. And the Minnesota State Board website lists a Civil Engineer by the name of Doug Carter. Not sure if it's the same guy or not.

BTW - Interesting that Minnesota has 12000 engineers and not quite 600 PLSs. That's an unusual ratio.
