So you know the person was never employed anywhere else? You know the person did not work for the company, possibly as an unpaid intern, for a few summers before taking full time employment with the company?
Heck, a full year is usually given when the candidate is laid off for 3-4 months in the winter.
Your concern is tenuous at best. If you have a valid complaint about the persons professional work, then file it with the proper authorities.

I remember 1 year experience = 365 at work days (not calender days)
I believe now it is 1 year = 2000hrs. No way to get more than 2oooo hrs in a year.

I have known some rather large companies reduced to the principles of the business.
I also am aware that sometimes the principles of the business would sometimes have someone help them . . . under the table.
This "under the table", time is just as valid as "normal", employment, even though the IRS might feel different about it.
What I'm saying is don't make a fool of yourself(over this issue), and more certainly don't make a fool of yourself without ALL THE FACTS.....
This makes me wonder why it is that you were checking these kinds of records from 10 years ago in the first place?

Experience forms are submitted for verification.....apparently, the BOR was satisifed at the time.

I agree with you and John and had the same thoughts.
One doesn't have access to his LS application that was submitted for final review. Was there an oral interview etc. or prior work history not known.
If this person is some sort of renegade who is engangering or frauding the public, then maybe you should delve deeper into the issue..
If he has been in practice, there should be a history of compaints etc.
This all sounds like some lame bs.
