I am trying an experiment tomorrow, but was wondering if anyone else would know about this. I am planning on collecting L1 static data with some old Ashtech receivers, converting it to RINEX, importing it into TBC, and then processing it against CORS data. Any input??

If TBC won't let you process a rinex file from any/all gps receivers in existence, I would consider new post processing software... so my guess is it will work just fine.

I Would Use GNSS Solutions

And let it create a VRS (Virtual Reference Station) ideal for L1 only.

My GNSS Solutions recognizes and downloads an ancient M-12 receiver.

How old are your ancient receivers?
