given the state of the road bed, I'd be worried about a fix that only took six days.. removal, re-fill in compacted lifts, rebuilt the subgrade, pavement and barricades all in six days?? wow.

origin of the Photo is from Britian's Daily Mail (2nd largest newspaper)carries an Associated press logo on front. I think the damage looks worse then it really is.

They'll spend at least 6 weeks to figure out which surveyor will go in first. Another 6 weeks to figure out which engineering firm to consult so finally CADOT can figure out when to start work.
Yes on emergency repairs, all stops are out, all road-blocks removed. Caltrans can work on the topo and design 24 hours per day, 7 days per week (overtime), budget and other usual restrictions are not a limiting factor. The Contractor comes in and works around the clock and usually gets a bonus for finishing fast.

As for the OP, I see my confusion. Sicilian is correct that the photographer is clearly not at the same location and I was looking at the wrong trees that initially appeared to have changed color.
Is it odd at all that the road appears to have split almost dead-on with the striping?
I saw another road after this earthquake that was split straight down the double yellow. Weird.
Caltrans expects the closure to last about 1 month. This happened near the world famous Bixby Bridge. I would be willing to bet the surveying is done already. Caltrans moves very fast on these emergency mapping projects.
The Route 1 problem is just slightly more difficult to deal with than the pictured Japanese roadway (hundreds of feet above the ocean and the need to stabilize the bluff).

yeah we've all seen where they fix one side then the other leaving an effective vertical plane on the centerline which can separate in the next big disaster event. And they usually put the pavement joint down the centerline (the paver is only 12' wide).
