There is a lot more to it than just the island. There is the 200 nautical mile exclusive economic zone around the island and then the extended continental shelf claim to the resources of the seabed beyond that.
As always money and national pride are involved. This island is just one of many that China is claiming in the Pacific that are also claimed by other countries.
The survey as depicted in the article was not necessary for location. It was more symbolic. The survey could have most likely been done much more easily using imagery.
