I found something similar on a different auction site last night. The listing says Antique Surveying Depth Sticks. Two very old Philly rods. At first I thought I might be expecting to see a couple of sticks that were used at gas stations to measure the depth of fuel in underground tanks.

I have the chain pins. Little over 3 sets. Carry loop and all. I just need my license and a strong magnifying glass to read the verniers with. Have 300 ft steel tape add version. I could start working asap lol. I use one of my steel tapes to layout paddocks on the farm.
