@mathteacher?ÿ The description by NGS is old ( 1974 ) and it needs to be updated. This would be a good job for you. If your photo

is correct you can drive to the point. In 1974 it was a pack in station (200 yards up hill).

It has the appearance of someone prepping a site for a radio / TV / cellular facility to serve the I-81 corridor (but I haven't looked up the detailed topography). Is there electricity along Route 85A?

Actually, 85A is a Forest Service road. Here's what the trip looks like. I was taken by the carriage trip in the original description.

Apparently no electricity along that road. But, looking at the Jeep videos, the monuments there are probably gone or in very bad condition.
