I believe it is the responsibility of a surveyor in the state to refer this individual to the Surveyors Board of Registration and request a determination. The statement on the site "GPS coordinates of the property corners can be added either to the topo image or as plain text" would be the primary area of concern. The driving directions and some other services may not be a problem. Anything showing a boundary would be questionable.
They do have a decent disclaimer at the bottom of the services page station that what they provide is not a legal survey, etc, etc.
It would be interesting to see the entirety of what is provided to the client.
Even if they have a disclaimer, they are offering surveying services which in most states is a violation of State Registration laws. You should send the site information and let your board make the determination.
