Just so a "furriner" will know better, it looks as though a CTV or telephone cable is wrapped around a piece of broken reinforced concrete (that was the ROW monument) and you have placed a new capped monument and are taking a shot on it.

Am I close?

PS-

I'm trying to lead the band a bit here in Ontario to have a system of a pre and post construction inventory of legal and control survey monumentation in the area of construction based upon a $$ holdback check and surveyor's certification.

We do have a Bill 180 in Ontario for a "One Call" that if possible, by Regulation would require this Pre/Post inventory as the contractor would be responsible to pay for any missing monuments.

After all it is theft, as someone/thing paid for the monumentation and it is now gone.

If your child left her/his bike out front and it was gone the next day, is that not theft ?

If you put your shovel through that black wire, I suspect you could ask the gent who comes out to repair the wire if he knows what happened to the monument to upset your monument...
