"The study area will be ground-truthed up to the elevation 7-foot contour."

I reckon it is my job to "ground truth" the lidar data!

It's been around a long time, I first saw the term about 1970 or 1971 when the boss gave me a map and asked me to ground truth the contours. So I guess it's English.

FEMA PM61
Procedure Memorandum No. 61 - Standards for Lidar and Other High Quality Digital Topography
This Procedure Memorandum supersedes Appendix A: Guidance for Aerial Mapping and Surveying of the Guidelines and Specifications for Flood Hazard Mapping Partners (Guidelines) in key areas (defined in the Procedure Memorandum Attachments), and must be implemented beginning with all topographic data collected or procured by FEMA in FY 2010. When procuring topographic data under the Risk MAP Program, the Mapping Partner assigned to obtain topographic data or perform independent QA of topographic data must meet the specifications detailed in this Procedure Memorandum’s attachments. The attachments align FEMA’s high quality topographic specifications, found in Appendix A of the Guidelines, with the United States Geological Survey (USGS) Lidar Guidelines and Base Specifications v13 so that data procured and used by the Federal government is consistent across agencies and is updated to industry standards.

Would you then be a "lidar detector" or a "truth detector"?

The Numbnuts that came up with "ground truth" must be the same ones that came up with "major and minor" contours.
If I got a request my initial response after doing a field check wou8ld be an email stating "Sho'nuff do be is!!" and leave it at that.
