From what I remember reading (without going back and looking it up) the FAA isn't planning on allowing small UAV's to legally enter the national airspace sometime in 2013.

Currently the regulatory difference between a UAV and a hobbyists "radio controlled plane" is whether it is used for commercial purposes and whether it can make navigation changes on its own in flight (like heading for pre-programed coordinates). But that's from memory too, so don't quote me on that.
