I would say no.
Depends if the downspout from the house is attached to the gutter on the garage. If there is no sheetmetal screw and it just hangs there its a detached garage. If it is secured with a screw then it would be an attached garage.
Haha im kidding. I think there might be something to do with the foundation being in common with the house also. But I dont know.

The way you tell is the roof. Is there one continuous roof between the garage and house. In your case they are separate. I have seen garages 5' away from the house but because there was a connecting roof over a sidewalk, it was considered attached.
