FEMA Zone X - Shaded or Unshaded?

I'm dealing with a parcel that's shown on the FIRM to be in Zone A, but the parcel is subject to an LOMC (originally a LOMR-F) that was revalidated at the time of the map revision with a Zone X designation. However, there are two types of Zone X: shaded (minor flood risk) and unshaded (basically no flood risk). Which one applies to a revalidated LOMC?

How much fill did they add?

Is there a regulatory authority who is concerned?

Who submitted the LOMR-F? What does the LOMC read?

I believe it will read Zone X (shaded) on the loma if that 500 year flood zone applies

Here is a recent one that has shaded zone x nearby and specifies unshaded

Whatever your local FEMA Floodplain Administrator says.
