The clients house walks in from the driveway to the front door; steps go down, on both sides, to a patio that the basement walks out to.

There are no vents; which building diagram would you use on the FEMA NFIP Elevation Certificate?

From you description it sounds like a diagram 3, but you don't state if the level below the front door is a slab on grade or not. Read the descriptions above the diagrams and it may help.
