EC deck stairs??

I went to a seminar and the FEMA expert said that if the steps are not anchored to the ground, just screwed into the deck, so they could be ripped off of the deck you do not show the elevation of lowest deck or stairs to that point. He said to show it at the deck posts into the ground...

Anyone do it this way?

The instructions say "Enter the lowest grade elevation at the deck support or stairs." If the lowest elevation fell at the stairs, and you showed that, I don't think anyone could really say you are doing it wrong.

I've heard of all kinds of dumb things being said at FEMA seminars by "experts". Unless he can reference a FEMA doc that confirms this, I'd disregard that comment.
