I think that's what it really means. The closest major datum the Corps of Engineers established to St. Louis was the Cairo Datum which covered the Mississippi River from Cairo, IL downstream to the mouth at the Gulf of Mexico.

Better than finding an "IGNORED" corner with multiple monuments setting all around it.
