Yes, decimate_nt

Send me an email, so that I can return attachments.

I will send you decimate_nt.exe with the exe changed to get past virus software, decimate.txt (the instructions) and decimate.inp (an example input command file).

I use it in Windows XP, I put all three in a folder called RINEX directly on the C: drive, along with the RINEX files I want to decimate. I edit the input file in Wordpad for the input and output RINEX file names, the start and stop time if you are trimming and the decimate value, and close that file. Then double click on decimate_nt.exe and you will see the DOS prompt and such fly by and the output file will appear in the same folder. One file at a time which is no big deal.

I downloaded it from NGS years ago, but can no longer find it on their website.

Call if you have any problem, but it is fairly self evident.
