My first reaction to receiving such a solicitation just like that is that I couldn't possibly respond in a meaningful way until I know much more about the clients expectations. There would need to be a pre-bid meeting scheduled before I even bothered myself. Without that, it feels like they have already selected their preferred provider and are just fishing for bids to check off boxes on a checklist.
Second thought is that 35 km of preliminary surveying is a job for LIDAR and/or photogrammetry.
