Some on this forum have stated that it is useless metadata. Just shoot 3 of their pins, and you know their brg system.
I have posted some useless BOB's I have seen.
Others have posted some useless BOB's, and seen many useless ones.
"Basis of Bearings, True north, as observed by looking at the sunset on Oct 31st, and calling it due west", or some other cakamamme like that.
"Basis of Bearings, Declinated magnetic north" (how much did he declinate it?)

I've followed more than one survey that had no bearings whatsoever, just interior angles and distances. At least he showed a street along one line.
As has been said, find some corners, compare the description, distances and angles and use your "professional judgement". 😉

I believe i'll use that sunset basis note and see if my boss notices....OBVIOUSLY, it wouldn't make it to the signed/sealed product....

That's right, in the old days we only had angles.
Now we have bearings and people still complain.
This reminds me of the time I was in a meeting with 20 other professionals visiting about the new mall to be developed. The landscape architect was trying to indicate something on his drawings and I was having a hard time understanding. Finally I figured out that his drawing had North pointed south; so I turned his drawings around and said, “OK, now I know what I am looking at, you had North upside down.”
With all seriousness he said, “Does anybody really know where north is? does anybody really care?”
Sometimes it helps to look at thing things from another man’s perspective.
Sometimes there weren't even angles. At least there is a 1/4 corner and seven distances on this subdivision plat.
