You don't know the best part. The "offsets" are based upon a leaning 1/2" iron rod for the quarter corner, some 400 feet away.

I think it's more likely the result of expecting engineering programs to educate land surveyors.

Calling a monument off 0.01' is not the same thing as a boundary course for which there could be a logical and legitimate reason.

Exactly my man. I recently had a conversation where an engineer needed some coordinates for some well planning. I was on a conference call with several others at the same time and I relayed the coordinates for a Gas Well to him. At the end, I said something where the second decimal place was like 0.01' different. He said "Well, which is it?" I said it didn't matter because it was a hundreth. He said, "Well, I'm an engineer and we have to have everything precise". I then reminded him that 0.01' = 1/8" inside of a Christmas Tree that is 2.5' in diameter, for his planning of something that would get a 6' cellar deck and a 20" conductor pipe, all set by people with sometimes less than a high school education, and I then asked him if 1/8" really made a big difference. There was a huge roar of laughter from the other guys on the phone call and the engineer relented that MAYBE 1/8" wasn't something to worry about. 🙂
