Is the only software available to create ALTA tolerence reports a module of least squares programs? Is it possible to create a valid tolerance report without doing a least squares adjustment?

No. Least squares estimation will be part of the process, even it is built into a positioning device like network RTK that reports uncertainties of points positioned.
I thought I posted this yesterday and that you answered, but I cannot find where that thread went.
Anway silly me, I thought that I could create an error ellipse for my unadjusted raw data and compare that to the error ellipse created by the standard.
