HC's disk presents quite a challenge. Is that a 1950's era disk with the air relief hole or is that a dimple?

A quick look (not exhaustive) in a few states on the NGS site didn't turn up a good match.

That would not be in the drainage area addressed by Little Rock.

I'm assuming somewhere in SE Kansas

I believe that is an air hole, not a dimple.

That is definitely NOT the elevation above sea level.

Guessing this is a river gaging station. The official flood elevation used for where this probably came from is 29.13 feet, so the 27.815 shown is realistic for a station elevation
