You got it right Stephen. The character in the show is an overeducated-yet-can't-poor-pi$$-out-of-a-boot shrink who comes up with this license plate when he (tries to) makes big changes in his life.

I live in Dickinson ND, that was with wind chill. Actual was about -26, and thankfully the wind was calm for this area. We've had a relatively mild winter this year.
