that causes everyone to leader EVERY piece of text? How hard is it to move and rotate text in a DGN file? Every set of bridge plans I have seen that were drawn in Microstation were cluttered to the point of being very difficult to use.
Must be a bridge designer thing, cuz you can pick up text and make it twirl with one hand behind you back.

They probably have some design software that exports to Microstation.
I've had my arm twisted by several software salesmen who claimed their product could draw a plat at the touch of a button. Technically, they were correct, but the plats were unreadable because of all the leader lines scattered around, crossing each other, blocking out important features of the plat, etc. It took longer to clean them up than it did to just draw the plat from scratch.
I have a friend that can turn even a simple drawing into one that is so confusing to read because of all the annotations and text brackets that fill in most of the unused space.
They are so abstract that not two are even close to the same.
It gets out the door and he gets paid for them but I laugh every time one ends up in my hands.

I'm suprized that no one has mentioned engineers as being the problem.
Funny thing is they all look the same (with crazy crossing leaders and un-needed information). Kind of like a DOT standard or something. Not only do the leaders fill up the page, the font size is always too large, even on reduced sets of plans.

cadd monkey does not necessarily = engineer-> although someone had to approve the cadd standards.......
I'd rather have leaders than line/ curve tables.:-|
At LSU, they're talking about cutting out AutoCAD class for credit for Civil Engineers. Don't know if that's a blessing or a curse for Land Surveyors ...
I would suspect that they are too lazy to learn Microstation. I used to hear all the time that you can't do that with CAD, it's not programed for that. Microstation can do any kind of drafting you want, you just have to punch the right buttons. It sounds to me like a button pusher has not learned to push the right buttons yet. Can you say CADD Monkey.
