I'm almost positive that once you turn LDD points to a block that they are "frozen" ... sort of ... the text and style are disassociated from the database, and changes to the database do not change the point data. They can still be moved and rotated as a group, but not edited individually. Next time I'm on LDD I'll test it out.

I did tweak my label style.. it was indeed set to "current" layer. so I changed that to "topo-tenths" and switched my template so that layer is frozen when I start a new drawing. I like the idea of blocking the labels out to it's own drawing, and will be doing that from now on. Not so sure I like the idea of "exploding" the labels, but I don't know why. just seems odd to me I guess. I'm sure it would work though.
One odd thing.. in the label editor, you can turn off the "point marker text" but you have to go to the settings and either turn OFF the "use custom marker" or pick the null custom marker. seems like that should be automatically off when you turn off the text.. just one more thing to catch.
Anyway, I don't do a whole lot of topo and there's hardly a contour line to be found around here anyway. thanks all.
You don't even have to block it out to it's own drawing, unless there is some other advantage to doing that. Instead of WBLOCK use BLOCK, and the block is stored internally in the drawing. You can then type INSERT, the block name, and reinsert the block at any time if the topo gets messed up. The downside is that anytime you move a point node that's "blocked", they all move together. So if you need to move a node over slightly from a line overlap, all the other topo data would move with it...
You don't like the idea of exploding them to text? Why?? That has absolutely NO EFFECT on your coordinate data. You've already seen that when you reload the coordinates theu all come back. That was you initial problem.
Try it in a junk drawing and see what happens. I assure you that doing that is the best and easiest way to do what you want. I've been doinbg it that way since my first AutoCad training class. That's the way the AutoDesk guys said to do it. (And tha's the basic way that Carlson does it's "Draw/Locate points- Elevations only".)

The reason for wblock instead of block is if some knucklehead purges the drawing it could get lost.
