I'm not a current Leica user so just shoot me, but...
If ctrl-c and ctrl-v dont work then cut and paste is not implemented by the libary editor. There is nothing you can do about that.
If the library's native format is text based - like say XML, as it is in 12D and Trimble - it may be easier to use a text editor to bash the files around. I find wordpad formats better than notepad for raw xml - but there are many options.
Start by making a backup of the current library. Then you can edit the file directly. Or create a new library with just a single code and copy/paste/edit that while referring back to the original.
